Rates Become an Issue … 
The Markets. Rates on home loans rose sharply again last week and now are at their highest level in over six months. Freddie Mac announced that for the week ending June 11, 30-year fixed rates averaged 5.59%, up from 5.29% the week before. The average for 15-year rose to 5.06%. Adjustables rose as well with the average for one-year adjustables increasing to 5.04% and five-year adjustables rising to 5.17%. A year ago 30-year fixed rates were at 6.32%. “Rates followed the increase in bond yields this week as the May employment report showed that the economy lost fewer jobs than the market consensus had expected,” said Frank Nothaft, Freddie Mac vice president and chief economist. “Revisions to the jobs report for earlier months also showed the job loss was not as large as early estimates had indicated: March and April figures were revised to add an additional 82,000 jobs to the work force. As a result, federal funds futures rose after the report, signaling that the market expects the Federal Reserve may raise its benchmark rate sooner rather than later. Higher rates are slowing refi activity but not demand for home purchases.” 
Home price declines have sent affordability soaring. Prices have fallen so far that the average U.S. home is now undervalued by 12.2%, according to a new report from IHS Global Insight. "The good news is that the declines are happening as consumer confidence is rising and housing sales and [building] starts seem to be bottoming out," said Jeannine Cataldi, senior economist for IHS in a statement accompanying the study. "The bad news is that job losses continue at high rates, housing inventories, are still elevated and consumers, while becoming somewhat more confident, are still wary in the face of economic uncertainty." The IHS study, House Prices in America, reported that, of the 330 markets it tracked, homes are under-priced in 248. That contrasts sharply with four years ago when only 108 markets were undervalued. One-time bubble markets are now going through sales renaissances, according to Cataldi. "In Las Vegas and Phoenix, people are going in and snapping up foreclosures," she said.
